He was the candidate of the current ruling party Pakistan Peoples Party in constituency of PS-110 South Karachi in February 2008 Geranial Elections. In a long letter to the Chief Election Commissioner Habib Jan raised the issue of the loyalty, integrity and credibility of the self exiled and London based MQM-A leader Altaf Hussain. Mr Jan stated that: Altaf Hussain and MQM-A wrote a ‘treacherous letter’ to the British Prime Minister. He made such offers to a foreign government which are beyond imaginations and leave no doubt that MQM-A and its foreign leader be banned in Pakistan . Those who contested elections on MQM-A tickets should be unseated. MQM-A must be banned and its registration with election commission of Pakistan cancelled.

According to reports a similar kind of letter is also written by the President of Rifah Party of Pakistan – Brig, (retd) Usman Khalid. He has written to the Chief Election Commissioner of Pakistan requesting that the MNAs and MPAS elected on MQM ticket may be unseated immediately and bye-elections held on those seats. He wrote that the action has become necessary in view of the disclosure by Dr Zulfiqar Mirza that the Party supports the US agenda to disintegrate Pakistan . Keeping in view the seriouness of the issues It is reported that other political parties also might be writing to the Election Commission of Pakistan with similar demands. The case might go to the Supreme Court of Pakistan for judicial review.
It may be recalled that The London Post was the first to put the link to the videotape on You Tube of Ajmal Pahari confessing him being trained in India along with about forty others, and having killed more than a hundred Pakistanis on orders from ‘London’ i.e. by Altaf Hussain.

Dear Sir,
Re: MNAs and MPAs Elected on MQM Tickets must be unseated - By Elections called and Banning of MQM-A as a Party
I am writing to bring you attention on the above serious matter in the context of the revelations of the former Home Minister of Sindh, Dr Zulfiqar Mirza in a press conference, broadcast on all the TV news channels in and outside Pakistan. Dr Zulifqar Mirza revelations and statements and interviews raised following issues which need your urgent attention. They are as follows:
- London based MQM leader Altaf Hussain is a terrorist and his party - the MQM-A – is a terrorist organisation. He released the copy of a letter written by Altaf Hussain to the British Prime Minister Tony Blair datd 23rd September 2001 offering the services of his party to advance ‘contracted objectives’ in Pakistan using the massive street power of his party in the ‘port city of Karachi’. (See attached).
- MQM-A and Altaf Hussain have not challenged the authenticity of this letter. Therefore this letter should be considered as true and authentic.
- Altaf Hussain was in self exile and a Pakistani citizen at the time of witting of this letter to the British Prime Minister Tony Blair.
- Leader of MQM Altaf Hussain has never returned to Pakistan from his self exile since 1992.
- MQM party letter head showed Altaf Hussain’s permanent address in Karachi Pakistan while he was writing this letter from in London and making offers to a foreign government including providing a ‘spying network’ in Pakistan to Britain.
- Altaf Hussain is now a British national and was granted British Citizenship after four months of writing of this treacherous letter in February 2002. Altaf Hussain got his British Citizenship and Passport. He took the following oath;
- “I, [Altaf Hussain], [swear by Almighty God] [do solemnly, sincerely and truly affirm and declare] that, on becoming a British citizen, I will be faithful and bear true allegiance to Her Majesty Queen Elizabeth II, her heirs, and successors, according to law.” (see his photo with British Passport attached)
- He is not a register voter in Pakistan and never voted and/or took part in any general or local bodies’ elections since 1992.
- He has never paid and taxes in Pakistan but caused billions of dollars losses to Pakistan’s economy by calling strike and city shutdown. His target killers have killed judges, lawyers, journalists, soldiers, politician and businessmen.
- MQM has demonstrated its capability for murders and mayhem in Karachi on several occasions the most significant of which occurred on 12th May 2007 when the Chief Justice of Pakistan was kept confined to Karachi Airport preventing him from travelling to Sindh High Court to address the bar.
- The then Home Minister – Waseem Ahmed - who is now an MNA, stated on TV with pride that he ordered the placing of containers on the roads leading to and from the airport. While the Chief Justice was virtually held prisoner at the airport, the leader of the MQM was giving instruction on telephone from London to a gathering of MQM workers in Karachi which were broadcast live on all TV news channels. At the same time, the workers of the MQM went on rampage in Karachi which resulted in 42 deaths on that day. An inquiry ordered by Sindh High Court wax frustrated by many hundreds of MQM workers flooding the Sindh High Court premises ostensibly to ‘give evidence’.
- The MQM has an armed wing which has killed hundreds of policemen in Karachi. It has also killed many thousands of Pathans, Sindhis. Punjabi and Baluch and resorted to extortion of money from businesses. Even when cases are registered, it has been impossible to prosecute and punish culprits because witnesses have been too afraid to give evidence. Moreover, the MQM has been a part of every ruling coalition in the country since 1989.
- The letter written by Altaf Hussain to Tony Blair, the facsimile of which is available on the web site of BBC – Urdu, (transcript appended below), indicates that foreign governments have interceded in support of the anti-state and anti-people activities of the MQM. Until now, no state official was prepared to take the risk of exposing the antics of the MQM with proofs.
- Now that Dr Zulfiqar Mirza has shown exemplary courage to reveal the truth about the objectives and methods of the MQM, it is incumbent upon the institutions of the state to take notice and act.
- While the Supreme Court is already looking into the causes of wanton violence on the streets of Karachi, the political parties in the ruling coalition give priority to securing control of both houses of the parliament in Senate elections in March next year. That precludes proper executive action necessitated by the revelation by Dr Zulfikar Mirza.
- It is unacceptable by the canons of ‘rule of law’ that members of a political party whose leader lives in London, who is a British citizen, and who has admitted that he and his party are working for the American agenda of disintegration of Pakistan, should be sittings in the parliament as MNAs and MPAS.
- Any delay in such an action would help the MQM to continue to operate despite its criminal nature to cause destabilisation of the state and to advance the agenda of the enemies of Pakistan. The MQM has been found out before but it survived and even gathered strength under Musharraf rule. Pakistan has been on the verge of becoming a failed state - a state in which the ‘rule of law’ is primarily constrained by criminals sitting as law makers.
- The excuses that have been put forward in the past are no longer valid. The Executive Branch is not going to investigate and request the Election Commission to unseat the members of a criminal gang from the parliament.
- The Election Commission would have to act on requests by citizens like this one. The alternative to the failure of the Election Commission and the Supreme Court to act on the disclosures made by Dr Zulfiqar Mirza is anarchy – rule by murderers and extortionists.
- The contents and offers made in this letter written by MQM party leader Altaf Hussain to a Foreign Government is a ‘Treacherous Act’ under the constitution of Pakistan.
- In view of the above, I request that the MNAs and MPAs elected on the MQM ticket may be unseated and bye-elections held on the seats thus vacated.

Dear Prime Minister
Muttahida Qaumi Movement (MQM) categorically stands against all sorts of terrorism, religious fanaticism and violence, and favours genuine democracy.
We can provide the following:
- Many demonstrations in Karachi in favour of the International Community combating terrorism, within five days notice of the agreement being signed, putting hundreds of thousands of people on the streets of Karachi, (providing the permission of the Government of Pakistan is secured). First demonstration is scheduled for 26th of September 2001 in Karachi, the port city of Pakistan.
- Provide unlimited resources in humint (human intelligence) in the towns and villages throughout the province of Sindh and in the province of Punjab to some extent, to monitor the activities of fundamentalists and Taliban led organizations, and also to monitor the activities of “madrassas” (Religious Schools).
- To ensure select groups to penetrate Afghanistan in the form of aid workers so as to enhance Western agencies intelligence information capabilities.
In return for this assistance, we would seek assurance for the following minimum objectives, which would be held essential for ourselves and the good of Pakistan as a whole. Our objectives are as follows:
a) Equitable participation in the Governance of the province of Sindh and the Federation as partners, genuinely.
b) Equitable participation in all spheres of life including education, employment, army and administration.
c) That would need local policing consisting of Mohajirs and Sindhis.
d) That full autonomy be granted to provinces with the federation keeping only three subjects: Defence, Foreign Affairs and Currency Control, and in these sectors equal participation of all provinces be guaranteed.
e) ISI (Inter-Services Intelligence) the secret agency must be disbanded otherwise the ISI will continue to produce many more Osama bin Laden and Taliban in the future.
I hope that you would be kind enough to seriously consider my offer for the benefit of Pakistan should any geo-strategic and commercial relevance of Pakistan left for the United Kingdom and the International Community.
